Back ground of the situation:

The making of concrete killing fields of Philippines did not happen in just one year or not just after coming of the new president. The Bias against people who use substances was set through the last decade and the killings were happening like a lawless and a headless state. These killings were taking place much before the new president swore to kill all people who use substances and people with substance use disorder. That is the reason for the comfort zone the new president is thriving on. There were probably thousands of deaths unreported before the president took office. In 2009, at 21-years-old and still a student at the University of the Philippines, Diokno made his debut feature, Engkwentro Produced on a meager budget, it tells the story of two teenage brothers on the run from a vigilante death squad, while throughout the film, the omnipresent voice of an iron-fisted mayor blasts on. The film premiered at the 2009 Cinemalaya Independent Film Festival, and was then selected to the 2009 Venice Film Festival where it received the Lion of the Future - "Luigi de Laurentiis" Award for Best Debut Film, as well as the Orizzonti Prize for new trends in cinema. It also received the"NETPAC" Award for Best Asian Film at the 2010 Jeonju International Film Festival, and the Gawad Urian for Best Editing. (This Information was from Wikipedia).
These killings were happening unreported for a long time. No Arrest, Trial, Evidence or any key words here but killing either by Vigilante or Government designated people. This is the only time the news about the killings has started to come out in public as the world watch in horror for months. The actual official figure, if taken honestly can be compared to Genocide or can call for serious debate and discussion to call it as a Genocide. One will understand the Pain, Bias, Stigma, Discrimination, Intimidation, Arbitrary Arrests, Incarceration and Death of people who use substances are going through in The Island nation of Philippines. Many see it as a distraction to cover up it's corrupt system as Philippines has problems with corruption and huge poverty to address. The newly elected saw it as an opportunity to blame everything on Substance users or its sellers for the failed economy, debt, corruption, poverty, unemployment. As you read further down and look at the pictures, you will see more pain than the words you read in this blog, it is upto the reader to decide if this is right or wrong. One can remember when Singapore was criticized for being tough on People who use substances, however it cant shoot people on the street. It still will arrest, give time for appeal and then take any action while the court passes the tough law. This has surpassed every nation on earth, it happens no where but Philippines. God have mercy on the souls who create chaos to the community which is the most marginalized in the modern human history since The emergence of slave ships on the trade routes and the birth of the slave without any rights.








Deaths:




Death is always in the air for People who use substances. For many to use is to die. People who use substances are a constant target for Vigilante mobs incited by the same people who they voted to get elected. People are shot, their faces covered by light brown packing tape and left on the pavement, typically with a card board written as pusher, drug lord, supplier or anything you can accuse the person who is shot. Many must have bleed to death, if they are not shot properly. In an interview the president who ordered this carnage, proudly said he would shoot a person who tries to smuggle a bag of rice. It is total immunity for the shooters who target practice on people who use substances or sell them. Shooting people without arrest or trial is only justified in Anti-terror laws, if only the individuals are armed but not harmless people who use substances or sell. The death count is nearly 7 thousand and increasing steadily. The unofficial and unaccounted deaths may be feared to be even bigger. All Pictures are from International and national news websites. If one observes the Photos closely they may realize that the blood is absent and the typical red ring that forms around a person who is shot and laying on the ground. That is because of the rain which washed away those hall marks of The Red Rings of Death. Other places they even look messy due to blood mixed with water and splattered around. In the end of all pictures, you will see a woman, whose husband had just been shot and she hugs him as she breaks down. A picture can tell more than a thousand words and speaks volumes for itself. One can see the pain and anguish that has gripped a nation that tries to clean Crime and Substance use with blood, but leaves more stain as they try to clean more. The stains of Blood never vanishes from the surface that is hard to scrub and clean, that is called Mind. Those stains stay forever and may come back to haunt. This is probably the most ugliest face of History on People who use substances in the land filled with Bias, Fear, Stigma, Discrimination, Marginalization, Sidelining, In-humane approach towards a selective type of people and every form of Active/Passive abuse that can be mented out Similar to the Black Slaves as no one ever questioned if a slave was beaten or killed in public and quite similar to things happened at those dark days.


  





























































































































































Incarceration:
Hundreds of thousands of People who use drugs are Incarcerated without trial or legal assistance All democratically elected governments do make sure legal assistance is Provided and a Government Public Prosecutor is appointed. There are no protocols or prison manuals followed to prevent any form of abuse. The sudden flow of people who use substances in to the prison, made sure of a Humanitarian Crisis of a large scale never seen in the modern history. These type of Incarcerations are attributed to Dictator style regimes, where an ever threatening Dictator Disguises him self as the elected leader and incarcerates mass crowds often being the opposition in the Senate House or a Parliament. The Reasons of such actions are justified when the incarcerated crowd is being accused of over throwing regimes or separatist movements that seriously destabilizes the Economy and may create chaos in the Government. Which often after the succession find themselves some 50 years behind their neighbors. However the Pictures you see below are not people who want to over throw the President or they demanded any promised land. Their crime is being People who use substances, in a land where they are called Drug Addicts, Junkies, Failures. Thousands have been arrested and hundreds of thousands just turned themselves in, just to avoid being shot in the street by Vigilante mobs encouraged by the same people whom they Voted to get elected. This Inhuman conditions of Incarceration calls for an urgent Humanitarian Intervention from the International Community. As the Prison system is in a verge of break down, all facilities are filled and overflowing. Inmates have to sleep on the floors, on and under the stairs and anywhere they can find a place to stretch. There are fears that due to unmanageability of the over-crowded prisons, the Government may ask the authorities to kill them instead of bringing them to the already over crowded and Inhumane detention centers. These Pictures are Shot by the International Media and had been circulating in their News websites. Appalling Incarcerated conditions of people who use substances paints a grim picture of how the society sees people who use substances and how they are seen or treated. These actions are of people who do not respect Human Rights and play Cave man politics, when a Huge population go through hell on earth. Among the jailed people, there should be a large majority of the population infected by blood borne pathogens, such as Hep C, Hiv/Aids, HPV which can be very dangerous for people who are crowded in to unhygienic places as at most facilities which are operating beyond the capacity. There can even be infections on the rise if due to unprotected sex amongst the population and secretive use of substances which gets through check points and routine inspections. Death during such detentions may not be reported as violence amongst jailed population is common. Many get violent on withdrawals and Medical services such as Medical De-tox to such a big crowd is impossible. There is no withdrawal management or any humane medical procedure to the incarcerated population of people who use substances. Some can go through worst withdrawals and may even attempt suicide as the primary drug called "shabu", Dubbed as "Yaba" in Thailand is an Amphetamine which has its adverse effects on the mind while on withdrawal of the substance. Also there may be people who are mixed with others and going through opiate withdrawals while on such mass detentions. Jailing such a large population against their will, with no expert services and facilities amounts to Human Rights Violation and a Crime against humanity. It is accountability when lives are lost and violated, which is not a matter of an internal affair of any nation on earth which binds and abides by International Laws that protect every citizen of this planet. The laws that every single nation stands as a signatory who swore to abide and has a flag flying amongst the union of nations.


























Arrests:
Arrests are arbitrary and often for just being a person who use any substance. Using places, shooting galleries and hotspots as they are called around the world are raided by the help of community informants. These actions should have severely disrupted the lives of people who live with HIV/AIDS and Hepatitis C & B. Harm Reduction programs are the first to be hit, when such kind of a mass apprehension occurs. From Harm Reduction to Total Harm as the people who are arrested may not have a trial or have a fundamental constitutional obligation to know your charge and/or to see a judge, but to be dumped in over crowded jails across the nation or killed. There are no investigations on alleged users or people known to use and sell. In logic one does not have to be habituated or addicted but to just have to be caught in the act of using to get arrested in to an unknown fate.
